Have you seen something called "stormwater fees" on one of your utility bills? Well, this is the kind of thing it should prevent from happening, but doesn't.

Lubbock, Texas' drainage plan is simple. The plan is for the water to wash down the roads and into the playa lakes. Never mind the ancient Chinese and Greeks had better systems than this. Our system depends on gravity, and it doesn't always work.

The video above is from May 2015. I remember this flooding well, and it's true; but some people get it much more than others. Those people will tell you that the true destructive power of what passes for a flood in Lubbock is heartbreaking. For some reason, the prevailing thought is 'maybe it won't rain that much at a time.' Well, it does from time to time.
