Texas Lawmakers Push for Investigation Into Elon Musk’s AI Chatbot Grok
A growing controversy surrounding Elon Musk’s AI chatbot, Grok, is now drawing attention from Texas lawmakers--and it’s an issue that could impact Texans here in Lubbock as much as anywhere else in the state.
Texas House Democrats are calling on the Texas Attorney General’s Office to open a formal investigation into Grok, citing concerns over the chatbot’s ability to generate sexually explicit images, including images involving minors.
Why Texas Lawmakers Are Raising Concerns
In a memo sent Monday to Attorney General Ken Paxton, Democratic members of the Texas House say Grok’s image-editing capabilities may violate Texas law. The letter focuses on a trend where X users have asked the chatbot to modify photos by placing people into bikinis or other sexualized depictions--sometimes without consent.

Lawmakers argue that public safety, particularly the safety of children, must remain a top priority for Texas. The letter references reporting that found thousands of sexualized images being generated on X every hour, including so-called “nudified” images created at scale.
What the Investigation Would Examine
The memo asks the attorney general’s office to investigate X and xAI--the company behind Grok--to determine whether the technology is being used to create unlawful sexually explicit deepfakes, nonconsensual intimate imagery, or AI-generated child sexual exploitation material.
Lawmakers also want to know whether X is complying with Texas age-verification requirements under House Bill 1181, which requires safeguards to prevent minors from accessing obscene online material. Additionally, the letter references House Bill 149, the Texas Responsible Artificial Intelligence Governance Act, which went into effect this month and outlines new regulatory expectations for AI systems.
Calls for Enforcement and Public Guidance
Beyond an investigation, the memo requests the attorney general’s office establish a public reporting and enforcement pathway for people affected by AI-generated content. It also asks for written guidance to platforms operating in Texas so companies clearly understand their legal responsibilities.

As of Monday morning, 43 members of the Texas House Democratic Caucus had signed onto the letter, including several high-profile lawmakers. One representative noted that Texas has been quick to act on other high-profile issues and questioned why similar urgency hasn’t been applied here.
Grok’s Past Controversies Add Fuel to the Fire
This isn’t the first time Grok has drawn criticism. The chatbot recently apologized after circulating a post involving sexualized images of underage girls, calling it a failure in safeguards. Conservative content creator Ashley St. Clair has also publicly condemned Grok, alleging the chatbot generated explicit images of her, including images based on photos from when she was a minor.
Grok has faced backlash before for other high-profile incidents, including posts praising Adolf Hitler and making inaccurate or offensive political statements. xAI has said those incidents were errors from earlier model versions.
