Due to recent rains, 4th On Broadway is making a major move.

Informal. Unlucky; doomed to misfortune — Dictionary.com
Yes, this year’s 4th On Broadway seems to be a bit snakebit. But let’s not just pass this off as a negative. Despite the big and little roadblocks, the plan is still to put on a festival.
The City Of Lubbock has announced that the ground at Mackenzie Park is simply too soggy and saturated to host the event there. While you might not love the idea of slogging through the mud, the real concern is that the stage and rigging can’t be set up safely.
I’m sure there will be people who don’t want to understand the problem—but it’s real. If even one leg of the stage sinks into the ground, it could cause the entire structure to collapse. It’s more dangerous than you might think.

The event organizers are still promoting a “Picnic Under the Stars” at 5:00 p.m. I have no idea if you're supposed to claim a patch of asphalt or if there are grassy areas to use (and if so, they’re probably muddy too).
Still, this should be a cool experiment, and everyone involved deserves credit for having a backup plan. We hope you have a safe and happy 4th of July.
